International Traffic in Arms Regulations
Items that fall under the export jurisdiction of the Office of Defense Trade Controls (ODTC), U.S. Department of State, are subject to the International Traffic in Arms Regulations (ITAR).  These products cannot be transferred, trans-shipped on a non-continuous voyage, or otherwise be disposed of in any other country, either in its original form or after being incorporated into other end items, without the prior written consent of the U.S. Department of State as evidenced through the issuance of a valid permanent export license.
Export Administration Regulations
Items that fall under the export jurisdiction of the Bureau of Industry and Security (BIS), U.S. Department of Commerce, are subject to the Export Administration Regulations (EAR).  The commodities are classified with an Export Control Classification Number and exported according to the Export Administration Regulations.
